Kenya isn't the only East African market where the ISP business is changing fast. Uganda, Tanzania and Rwanda are each building out infrastructure and payment habits that look a little different from Kenya's — and an ISP billing platform built only around M-Pesa and Kenyan assumptions won't fit cleanly anywhere else in the region.
Mobile money is the default, not an add-on
Across Uganda and Tanzania, mobile money penetration among adults is now estimated at over 60%. That's not a niche payment option — for a huge share of subscribers, MTN Mobile Money or Airtel Money is how they pay for everything, internet included. An ISP billing system that only speaks one country's mobile money API isn't just inconvenient in this region, it's a hard blocker to actually collecting payment from most of your customer base.
The fibre backbone is already regional
Infrastructure in East Africa increasingly ignores national borders. Liquid Intelligent Technologies' East Africa Fibre Ring — recently upgraded to 100 Gbps per fibre pair — runs through Uganda, Kenya, Rwanda and Tanzania as one connected loop, and multiple other operators run their own cross-border links alongside it. Rwanda in particular has seen fast fibre-to-the-premises expansion in and around Kigali, backed by new cable links reaching into Tanzania. For an ISP, that means international bandwidth is becoming less of a bottleneck than it used to be — the constraint shifts to how well you run the local subscriber-facing side of the business.
Three currencies, three sets of expectations
Uganda runs on the Ugandan Shilling, Tanzania on the Tanzanian Shilling, Rwanda on the Rwandan Franc — three different currencies within a few hundred kilometres of each other, each with its own typical price points and customer expectations. A billing system that hardcodes one currency's symbol into every invoice and SMS isn't just cosmetically wrong for these markets, it looks unprofessional to a subscriber checking their bill.
What this means for choosing a billing platform
